Town of Windsor's Strategic Plan

The Town of Windsor has collaborated between the Town Residents, Town Board, and Town Staff to help develop a strategic plan that will carry the Town into the future. This strategic plan addresses the Town's Vision Statement, Mission Statement, Goals, Principals, and Core Beliefs.


Vision Statement

The Windsor Vision Statement is a View of What Windsor will be in 2013.

Windsor's Hometown Feel with Community Spirit and Pride makes our town a special place to live.

Windsor has a unique downtown and lake which is a community focal point and destination and a strong local economy with diverse businesses and providing jobs for residents.

Windsor residents enjoy housing opportunitiesfor all, choices for leisure and recreation, and easy mobility within town.

Windsor is a green and sustainable community.



Mission Statement

The Windsor Mission Statement is how the Town of Windsor Operates:

Town government provides Exceptional Town Services that are responsive to needs and valued by residents and businesses. Exceptional services are delivered in a financially responsible manner with a high level of customer service.

Goal 2:  Diverse, Growing Local Economy: Retail and Industrial

Objective 1 - Attract new businesses to Windsor
Objective 2 - Define responsibilities of counties, Town, Chamber of Commerce, Regional Economic Development Organizations
Objective 3 - Have diversified business development in East Windsor Industrial Area
Objective 4 - Increase the number of retail businesses
Objective 5 - Retain and support expansion of locally-owned businesses and local businesses
Objective 6 - Balance commercial growth throughout the community

Goal 3: Town Government: Exceptional Quality Services and Financially Responsible

Objective 1 - Upgrade Town buildings and facilities incorporating Green, Sustainable concepts
Objective 2 - Align the Town organization with "P.R.I.D.E. in Exceptional Service"
Objective 3 - Increase the operating efficiency of Town government
Objective 4 - Upgrade Town operation and management systems and procedures
Objective 5 - Have adequate resources to support defined services and service levels

Goal 4: Effective Transportation System: within Town and Access to the Front Range

Objective 1 - Improve Interchange to I-25
Objective 2 - Improve traffic flow within and around Windsor
Objective 3 - Expand options for alternative transportation modes
Objective 4 - Develop public transportation options
Objective 5 - Develop trails and trail link to regional trails
Objective 6 - Upgrade the quality of local streets

Goal 5: Quality Development Through Managed Growth

Objective 1 - Upgrade infrastructure to support future growth and development
Objective 2 - Improve the development process while protecting the Town's standards
Objective 3 - Have future growth consistent with Town's policies, plans and standards
Objective 4 - Have consistent corridor baseline policies/requirement while allowing unique character for a corridor
