Door-to-Door Solicitation

Door-to-door solicitation is a very common occurrence in Windsor, and other communities deal with the same. Summer months have a higher rate of activities from companies attempting to do business through door-to-door sales. This is not a new practice in the community and there have been a number of challenges over the years.

Several years ago the Town of Windsor adopted the approach of requiring companies to obtain a business license before soliciting. At that time, companies are given the guidelines under which they must comply.

In summary, door-to-door sales soliciting is permitted within the Town of Windsor if the salesperson has a Town of Windsor Permit and Sales Tax License. The salesperson must carry these, or a copy of them, on their person when soliciting. The hours allowed for door-to-door sales are 9:00 a.m. to 7:00 p.m.

If a residence has a “No Soliciting” sign or a “No Trespassing” sign posted at or near the entrance, a sales person is not allowed to approach the door. In addition, the salesperson must leave when requested, even if a sign is not posted. There are free temporary “No Soliciting” stickers available for residents at both the Town Hall front desk, 301 Walnut Street, and the Police Department lobby, 200 N. 11th Street. 

There are several practices that are allowed regardless of license. Solicitation by non-profit organizations and those that have established routes are exempt from these restrictions and requirements.

The Police Department encourages residents to contact them any time there is a concern with a door-to-door salesperson. Provide as much information as possible regarding the description of the person or persons involved. Tell us what direction they are headed, if they are on foot or in a vehicle and what they are attempting to solicit if known. Providing your contact information helps officers determine that a violation has been committed.
