During the approval process the applicant must establish, to the satisfaction of the Authority, that the reasonable requirements of the neighborhood demonstrate a need for the issuance of a particular license. The burden of producing such evidence is placed upon the applicant. You may submit any evidence that you deem relevant to establish the need, including petitions, letters of support, or testimony from witnesses.
At a minimum, the town requires a Needs and Desires survey to be circulated in the neighborhood which includes that area occupying a half-mile radius surrounding the premises. You should be prepared to present this evidence as part of the application process and at the public hearing. You should also be prepared to answer questions from the Authority about this essential element of the licensing process.
