TOWN OF WINDSOR ANNOUNCES NEW DIRECTOR OF PLANNING
The Town of Windsor is pleased to announce that Scott Ballstadt has been hired as the new Director of Planning. For nearly two months, Scott has served as the Interim Planning Director. Town Manager, Kelly Arnold used this interim time to assess the department and its operations. The assessment included meeting with planning departments in adjacent municipalities as well as with Weld County.
“Based upon input and the direction that is needed for planning in Windsor, Scott is a natural selection to be the next Director of Planning. He is respected in the Planning profession and by his peers. In addition, his experience in Windsor has gained him the support of the Planning Commission and the Town Board. Scott’s personality, earned respect, and support will lead to a successful tenure as Windsor Planning Director now and into the future,” says Kelly Arnold, Town Manager.
The Town of Windsor Planning Department employees also worked with Kelly Arnold in determining operational modification and system improvements. Kelly Arnold added, “Under Scott’s leadership, the Planning Department will continue to provide quality customer services in development review, code enforcement, and building permitting. In addition, some operational improvements will be forthcoming that should increase the level of these services for the organization and community. I look forward to working with Scott to ascertain the quality of life Windsor citizens have come to expect. We know we have high aspirations and we look forward to meeting those in partnership with the community.”
Upon receiving his promotion, Scott Ballstadt said, “I have had the privilege to work for the Town of Windsor since 1999 and that has allowed me to grow with the community. Windsor has a strong history of community planning. The hard work and efforts of past and present Planning Commission, Town Board and staff members is readily apparent in the community that we all enjoy today. We are just beginning the preparation of a new Comprehensive Plan that will guide planning and land use decisions for several years to come. It is with a great deal of excitement that I look forward to this next chapter in my time with Windsor.”
After graduating with a degree in Community and Regional Planning from Iowa State University in 1992, Scott began his planning career with the Panhandle Area Development District in Scottsbluff, Nebraska performing a wide variety of planning duties including preparation of plans and ordinances, grant writing and administration, and management of housing rehabilitation programs in several communities. Scott joined the Weld County Department of Planning Services in 1997, first as a Current Planner and later being promoted to Lead Planner overseeing various county land use processes and other planning and zoning compliance activities. In 1999, Scott became the Senior Planner for the Town of Windsor, overseeing the development review process. He was promoted to Chief Planner in 2009, also assuming Building Official duties working closely with the Town’s contract inspection agency SAFEbuilt, Inc. Scott began serving as Interim Director of Planning in March 2015. Scott and his wife Sonja have been Windsor residents since 1997.
